Xepher? You definately do not want to go there. Have you seen AAP's site? Because there's no limits on uploads, it take for ever to download stuff (I downloaded a library from AAP at 767 bytes/sec). Definately not worth it.
You should try searching for a "webhost search" site. They normally let you choose the sorts of things you want (PHP, MySQL, CGI, POP email, web-based email, space, adverts etc) and it does all the work.
