I suspect that the term "Pareto Evolution" has nothing to do with the Pareto Law or Principle, aka the 20/80 rule.
Do a search on Pareto Law or Pareto Principle and you will find some interesting articles.

I'm not sure this famous economist Wilfredo Pareto ever came up with the 80/20 rule. I think it was attributed to him later. Last time I was in New York, I spent days in the public library scouring over books by this Pareto. I could not find anything whatsoever related to the 80/20 rule.
