i was thinking you could set up a file with all the commands and functions, set parametters for all the right syntax; then you have the program randomly pick command and have it think up varribles and have it make qb programs. randomly slopping code together. would that be a sort of AI?

in·tel·li·gence (n-tl-jns) n. - The capacity to acquire and apply knowledge.

It meets the first condition. Not the second. AI can learn. What you're making is a random file generator :|
An intelligence doesn't necessarily need to be capable of learning. True intelligence, yes, but 99% of what computers do is just carry out instructions and lots of those tasks we perceive as making an intelligent decision.
Yeah, the AI therm doesn't take the literal word meaning. It covers a wider angle of stuff, as Wizardlife has pointed out. Among the stuff that you mean (capable of learning) are, for example, the expert systems, which are just a part of the big AI subject.

Most of times, AI just follows a pattern.

Basicly AI is something that examines the environment, examines previous knowledge (hard coded or acquired), follows some rules, finds the best sollution, and applies it. Then it can or cannot store the new knowledge, that depends on the complexity.

Examples of AI: any bad guy in any video game. It does all the above but doesn't learn and has a hardcoded knowledge, but it is still defined as AI.
Yes, it would be AI. However, without any evolutionary drive (ie: no goals, no mechanism to improve), it would be a pretty DUMB ai.
