dark basic is a lackluster basic compiler that has many pre-programmed libraries. most of the tasks are so automated it is considered by many to be more of a game maker than a capable ide and compiler. for that it works fine, but there are much better 32-bit compilers for basic programmers.

I would recommend BlitzBasic 3d before DarkBasic... and I wouldn't recommend BlitzBasic to anyone... C/C++ with Direct3D or OpenGL is a much better route as I'm sure other people here would agree with me on.

i'd reccomend powerbasic or purebasic if they didnt have a price tag...

I personally have never tried either... but from what I've read about them, they seem to be not that bad as far as alternatives go.
