The slow server is just biting you, noone wants to dl your stuff if it goes at a rate of 0.2-0.4kbps.
The exe file is 60kb, I have been dling for 3 minutes now, and I'm on a 1.5mbit connection (Yeay, it's upgraded, horray!)
