Microsoft Visual Studio for Embedded Systems. You code using the windows CE api v. x.xx depending on the installed OS. This one looks a lot like an iPaq.

They are giving it for free at emule .

i found embedded visual tools 3.0 2002 edition. if your smartphone uses the 2002 smartphone os, which it might, you could dev using eVB. i'm d/ling it now to see. The old tool packs included eVB too, so this one should have it.
