You can use JScript (Microsoft's name for JavaScript) in an ASP (server-side) page on an IIS server.

not really working on anything yet.. i want to code my own features into the forum i have up.. but i know thats php, the reason i asked about javascript is cause somebody said to me that i would benifit more from learning it as opposed to php, and i really dont wanna bother with clientside stuff... i was trying to decide weather to buy a php book, or a javascript book... prolly gonna go w/ php but here's my ambitious list of features i would like to have on the forum in the next year
-attachment support = so i can get rid of uploads section
-avatar support = hmm, wonder what avatar's are...
-views display
-member posts rating
thats all i can think of now.. i'll prolly work on the simpler ones first... and i'll prolly need somebody 1337 to help me w/ uploads section lol

Why not get a phpBB forum,. like this one we are on now?? You can download it, and it gives you all that and better control of your forum..

i got a thing against mySQL.... so, i'm using a forum that uses a different database other than mySQL... another reason is that the one i have is really simple, so its making it easyer to learn php from the src.. phpBB would be a bit more complex for that.. i dont have anything against phpBB tho.. just mySQL
