FB 0.13 package is NOT the FB 0.13+IDE package.
I beleive the IDE has an installer, and either doesent run install.bat, or simply runs it so you dont have to click it.
FB 0.13 needs install.bat to be executed to function properly, it takes a lot of time, and shortens the life of the HD with it's constant read/writes.
At any rate, the "install" procedure save only a MB or so, and I find it not worth it, the time you save in not having to dl that MB, you waste many times over when you run install.bat
