Well, it makes sense but it's wrong gender and number-wise :lol: Birthday-Topics is plural and, in spanish, used as "male", it should be:
"Vivan los Birthday-topics"
As for the meaning, "vivan" is the 3rd person plural, present subjunctive of "vivir" which is "to live". Literally, "vivan" means "may they live", but in this context it's some kind of "hurray for", or, sometimes, "may they last forever".

Nathan, all your Spanish grammer comments are correct and well taken. However, I'm sure that you are not aware that in the USA, many times VIVA LA ------- is used to give a phrase a certain flair or bit of class, and is taken directly from the French, not Spanish, as in Viva la France, Viva la Diference, Viva la Anything, or as in this case: Viva la Birthday-Topics.
Any attempt to modify VIVA LA to conform to grammer would distort the intended meaning and effect.
