The worst GUI I've ever used that's in your list is Mac OS X. To be fair, I didn't know what I was doing, but even simple things (what made them put the menu up there?!? and if I want to maximize this thing, do I want red, yellow, or green? ) were rather tough for someone used to the Windows way of doing things. Plus, I couldn't figure out how to launch any kind of command prompt, which is a fatal flaw in my opinion.
Plan 9, if you actually used it, has a relatively pointless GUI(everything is done from the command line, that pretty much defeats the purpose). Also, no title bar. If you used it you'd see how difficult it is(especially if you only have a 2 button mouse and you don't know what "plumb" "snarf", etc mean). Its just as bad as the movie its named after.
Also, don't let your votes be skewed by the stability of the OS. That's for a completely different poll.
