I believe the "excessive BBcode or other html tag usage" should be incorporated to the forum, as well as a size limit on images linked in a thread.

I believe that rule was removed from the draft so a certain you-know-who-"let-me-whine-and-lament-and-hide-behind-my-veil-of-religion-and-oversensitivity-in-the-hopes-of-kissing-much-
admin-ass-for-special-treatment-while-at-the-same-time-shunning-people-who-actually-contribute-to-the-scene,-unlike-me" can continue to assault us with his abusive, modem-pounding, "I-can-do-whatever-I-want-despite-being-told-to-knock-it-off-by-many-users-as-WELL-as-the-admins" style posts.
But I could be wrong.
...but I doubt it.

I decided to remove it. However a rule on using large font sizes will be applied, and I have already applied it to some of AAP's posts.

I mentioned it since there have been numerous complaints from both users and admins about the excessive amount of BBcode and the difficulty of reading his white and yellow text using the subsilver skin.
