Virtually any program that allows you to modify JPG's settings will allow you very little/no color loss. Like I said, it depends greatly on color coherance. One thing I used to prove to people as an experiment was to take a very sharp image, save it as a JPG at 100% quality, and look at the filesize. It'd be huge. Now...take that same image, apply a slight blur, and save it at 100% quality. Filesize reduced by about 40%. Why? Color coherance was slashed by the blurring. And often times...the slightly blurred version looked better than the sharp version.
