I think I see, now. I started EDIT.COM, opened my Windows 95 Command.com within EDIT, and found:

That is, what minimum list of files could be considered to define what "Windows 95" consists of, after taking out unnecessary files, such as EDIT.COM (yes, I know that it can be very useful, but, is it a necessary part of Windows?).
