You can ask such kind of questions in the forums But hey
1.- The plug in your sound card is a standard jack. You'll find 3 (sometimes four, but this is for older soundcards): one to the speakers, one for mic in and one for line in. Plug your mic in the mic in one. if you are plugging a keyboard or an amp use the line in one. Anyhow I discourage recording from a keyboard or from an amp plugging it directly, it's better to use a mic oriented to your keyboard/amp 'cause otherwise you lose the environmental acoustics and natural reverb which give warmth to the recording.
2.- Cool Edit Pro 1.0, 2.0 both feature a multitrack. Cool Edit 2000 has a plugin for a 4-track multitracker. Adobe Audition (the new Cool Edit) has one as well. So yes
