I wouldn't imagine missing voice files to be the cause if it's a properly installed PC version. I'd guess something closer to incompatability with your system, or you have it configured wrong-- At least, that's more likely as opposed to the voice files being missing from that one particular copy. :b
And no, PCs will not play console games. There's a reason there's PC versions and console versions. (well, unless you have some kind of emulator, but emulation for newer consoles like the ps2/etc is extremely flaky and you'd need one HELL of a machine to get a decent framerate if it even works at all)
