Tested, a window with a button is 27 Kb in VB6.
The built in functions are slow, yeah. But nothing stops you from using raw API calls. At least VB has built-in functions, unlike PBWin.
And the runtime... Well, that sucks, but note that you just need it once.
VB is the way to go for GUI coding.
