Dynamic signatures can be annoying, some are; some aren't.
aetherfox: The only way to prevent the issues you are raising about privacy would be to not allow any images, dynamic signatures can't be blocked without blocking/stopping all images. Anyone can easily set a 1x1 pixel transparent sig image and no one will know it even exists and you can't tell its a php script because its very easy set permissions to run image files as php scripts. So I'm not quite sure what you want done?
