Newer machines/PSUs actually still supply a small amount of power to the board even when they are switched off, which is why you should always have the machine unplugged from the wall before you attempt any "maintainance". It also helps to know what you are doing before you go randomly pulling bits in and out of your computer.

Still not a good idea to play with the mains supply. Like I said, one mistake and you'll wind up dead.
