I don't know what you mean by broadcast, but sure, you can use angelfire.

like you go on a site and you hear whats going on and do i need any special software to do this

shoutcast. and you need oodles of bandwidth. both of which angelfire does not have.

Yeah, if you want at least decent quality sound and a large broadcast, your going to have to pay, probably.
