You're making it a little harder than it needs to be.
When you save a file you've copied in Notepad, you can save it with a ".bas" extension (as long as you select "All files" on the File Type option). If you save it to your default directory, QB will list it automatically, and read it as a program file.
If you want to share a program, just make sure that when you save it, you select the Text option for format. QB will save it as a program file with a ".bas" extension, but other programs like Notepad will be able to read it because it is in text format.
