I want to put something out to specific ports using this:

OUT portnumber, value

How can i get a list of all of the portnumbers?

so you could make a program that told the cd-rom to open and close all day long.

Yes, but that would be annoying and not fun.

Make a program that tells the user they've won a free coffee cup holder, then when they click/continue it opens the CD draw Tongue

(Yes I know that's been done, but it seems funny)

You don't use OUT to communicate with the CD-ROM anyway. You use IOCTL (interrupts).
