Yes, but that would be annoying and not fun.
Make a program that tells the user they've won a free coffee cup holder, then when they click/continue it opens the CD draw (Yes I know that's been done, but it seems funny)

You don't use OUT to communicate with the CD-ROM anyway. You use IOCTL (interrupts).
