That should still rely on a two-dimensional map array.

IMHO the two-dimensional array is the best thing that's ever happened to games. 3d games, sidescrollers, rpgs, even levels in Pong and Arkanoid should run off of them.
It would be a challenge, true, to make a text adventure game with text options like go south, go north, fight, run, etc., but it can be done, and if you do it, you're good, and your engine is extremely portable.
