Okay, I've reinstalled mysql.
Now what exactly should I do to create a new user?

Follow that link to the MySQL site and follow the instructions it gives.

If this still doesn't then I'm sorry I've put you through all of this effort as the problem then REALLY is with phpMyAdmin and the way you're configuring it.

Now trying to connect via the dos shell with mysql.exe gives me a message "Could not connect to server via localhost".
C:\MYSQL\BIN> mysql --user=root mysql
Error: cannot connect to server via localhost.
