Since you've got lots of bitching and little help, I did some research for you:

The main site. Houses a large collection of excellent C/C++ tutorials for a wide variety of applications.

Page 3 of the Win32 tutorials...shows how to load a bitmap.

These tutorials are written for .NET editions of the VC compilers. Some of the earlier tutorials have Dev-C++ ports.

While the DirectX tutorials might not directly be called "Load a BMP," from the descriptions I read I am sure it's in some of those tutorials.

Since this is a tutorials site, I'm guessing that the actual source files are well commented...

Lastly, if you don't have a copy of VC.NET, you can pick up the latest 2005 edition for nothing at http://lab.msdn.microsoft.com. Microsoft is giving away beta editions of the 2005 line of the .NET series.

The beta versions expire in march. Use Dev-C++ with allegro and directx (you can get DX9 and allegro from the updater app). That makes it so you don't have to download the complete DirectX SDK.
