ATI graphics in DOS

I suspect this is an ATI-specific problem, but it may be more generally something windows.

Symptom -> Screen shakes and 'jitters' during gameplay in Terminal Velocity and during screen fades in Skyroads.

I suspect this is a palette problem, but doing OUT-palette changes works fine in QB.

Any ideas?
