OpenGL is an open specification, there is no one company/organisation who makes it. The actual driver, opengl.dll or whatever it's called is made by the graphics card vendor. So if your card supports opengl and you've installed its drivers it's there. To use it you need to link to opengl.lib which is nothing but a description of the dll interface. Where you get it from doesn't matter.
