Well, I'm not going to kill it off after all, as I have found some hope for it. The other day, someone suggested using dosbox for it. Dosbox runs Two Lords in Windows XP without problems...well, okay...at a terribly slow speed. Two Lords requires a minimum of a 200MHz Pentium to run at full frame rate, and the manual for dosbox suggests that even with high-end computers, it runs at about the speed of a 486...far lower than what Two Lords needs to run properly. I get about 1fps through dosbox...
but at least it runs! That alone proves that there truly ARE problems with the Microsoft VM, but of course it opens up all new cans of worms. With some config tweaking, I imagine I can get the game to run faster under the emulator, but for now, all I can really do is suggest to people to play the game in a version of Windows which isn't NT-based...
Regardless, it wasn't a code messup or anything...the Microsoft VM just blows.

I found somewhat of a solution, but it's less than optimal...
As you can see from this screenshot, Two Lords is running in VMware with Windows 98 installed. On my XP 2000+, it runs with choppy video but at the same time, way too fast. Apparently the screen isn't updated fast enough, even when running fullscreen. The framerate must be off the charts at this point, as the VM can't keep up at all. It's almost playable. I find it highly ironic that neither the Microsoft VM nor dosbox can run it well enough to play, yet VMware has few problems. Of course, this is not the most elegant solution...you have to download and configure VMware (and pay for or steal a registration key), then install Windows 98 into a W98 VM, which takes about 30 minutes on average. So while it certainly works, it's a lot of work for something that could have just worked perfectly if Microsoft had finished the MSDOS VM...

Using Microsoft Virtual PC with Windows 98 as the guest OS. This one's a mixed bag...on one hand, the game runs slower and hence smoother but on the other hand, simple things like palette fades are terribly slow. Fullscreen or windowed makes no difference.
These screenshots are also a bit more difficult to take while using Virtual PC.

thats why i am suggesting you port to VB. Lets make a API which will be able to run your program

As stated in the first post I made in this whole thread...no. That's the whole reason for finding an alternate solution.
