The original QCard32 package (dll, etc) can be downloaded from here (It requires all support files to be distributed, so I decided to post a link to the original site):

It is a dll that contains support for card drawing and manipulation within windows.
The support files and a very simple (very simple) example of its use can be found here:

Place the .BI in the \inc folder and the .A in the \lib folder.
If I have more free time, I will try and create a better example program.
