It's not yet in the mirrors and the sf.net download server is been slow as never before.. i would wait some hours to download it..

The file was in the first server Sourceforge proposed.And I don't worry about server speed, I use a 56K modem. Going to install it...

I downloaded the archive myself, it took 35 minutes to finish.. the zip file was okay, i checked for differences from the original i sent, all fine.

You have to exec the install.bat to generate the import libraries, it may take some minutes.. if the import libs were included the archive would be twice as big.

Sometimes download managers capture html pages that they think are files... thar might have been the problem..
