Thanks guys!
After a lil modification I was able to make it run fullspeed o a 233 last night. Mode7 is still not inline ASM (looked at the ASM code generated by FB. The inner loop is tight! And v1c tells us FB is not an optimizing compiler. hahahaha! Bows to v1c... )
Sorry, I intentionally enabled vsynch so that it does not go overboard so the FPS would max out when it reaches the refresh level of your monitor.
The project has been adopted by a Filipino Game site as one of it's first projects and I have got a very (I mean very ) talented pixel artist (Also a Filipino) helping me out so the game's sprites and tiles are gonna change (For the better). :*)

Rel, skip the Hz lock, and do a timebased lock instead..
Or use timebased where the HighPerformanceCounter is available, and Hz lock where it's not...
Most new computers have HPCs though.. (from Pentium something..)

It's rare that on machines that obviously are a lot faster than mine, I got a better FPS, ... probably some kind of false reading.

It was to do with what z!ire said about vsynch. If your monitor is set at a certain Hz level for refresh, you won't get a higher fps than that. For example, I am set at 60Hz, I topped out at 59 fps, but my machine is capable of far higher.

40-55 FPS windowed (not sure FS, monitor is old and crappy, it scrolls off the screen top and bottom).
366MHz Celron (66MHz FSB)
4MB PCI S3 Virge DX 3D Accelerator (ancient, yeah, haha)
Still ~50FPS on this machine is pretty good.
