I’ve actually debated my mom extensively about this subject.

i see where you are coming from but if you see a number like

00.55

would you say it is 1 just because it's part of the first number?

the whole thing is a bit of an idiom. to a person who has never even heard of this concept, they would assume (like i did when i was a kid) that something like: 1800's = eighteenth century. that person isn’t going to sit down with a piece of paper and pencil and figure: hey, the years 0-99 are actually the first century and 100-99 are blah,blah... ...

Actually, everybody has to learn that concept. It's illogical to call the 1900s the 20th century, but that's the way it is.

By the way, calling 0000-0099 the 0'th century is probably not going to be accepted. For one thing, '0' is just a numerical representation of the concept of nothing. You can't draw nothing (though you can use abstract art to portray your view of it) because it is an idea. It isn't a concrete object.
