"It's a rat flail" is from a Web comic called VG Cats. A "flail" is a weapon and the idea is the rat acts as the main part of the weapon (the part that strikes an enemy).
Examples of flails looks like normally:

Now imagine the end (usually looks like a ball) as a rat. This is what is meant by the quote.
