Are you accessing from school, college, work, or do you share your IP with more people/have a non static IP which changes quite often?
This is blocking your current IP.
You may also have some malware doing nasties with your internet connection.

Anarky, it's possible somone that share the same ISP as you got infected, and to be safe google blocked the entire ISP range. It's not like they actually care about the 1000 people that cant visit their site anymore.
