eComStation has full support for 16-bit apps, as well as some support for win32 apps through the ODIN compatibility layer.

However, the OS/2 platform is extremely weak these days. Compared to other platforms, it simply doesn't stand up to scrutiny because it's driver and library architecture can't stand the rigors to modern software -- even using relatively standard software installs, some software simply refuses to work.

That's why if I had to use a sub-popular platform, it would be BeOS. The drivers suck pretty badly so I'd have to do some interesting footwork to get it working, but I'd be able to get FreeBASIC ported quite quickly, and it's a superior OS overall.

Scenario 1: Assuming all popular OS's never existed: who cares? Somethihg else would be the best thing.

Scenario 2: Probably ReactOS, after hearing about it a few weeks ago, I am itching to try it.

It should be better. Microsoft themselves worked with OS/2 back in the day, and most of the source from OS/2(minus the old workplace shell and the dated drivers) was ported onto eComStation. 16 - bit and 32 - bit windows apps have really near exact same structure and should not be a real problem for eCS to emulate with that ODIN thing... But eCS costs pretty high at $265 USD.

ReactOS is okay by itself, but it is serevely lacking in many crucial areas and its developer community is comprised of mostly assflowers...not unlike the Linux and Windows developer communities.
