So, Who's Ready for Windows Vista?

Where did you get that idea. Vista is built on the code bases of WinXP and Win2k3 Server, see here. It would be foolish to start from scratch since it would mean redeveloping things (such as the basic registry functionality, process handling, etc) that already work perfectly well and throwing away years worth of testing and bugfixes. Some of the subsystems (such as various security components) were redeveloped from scratch, these moves were fairly controversial for the reasons described above.

The gui has been redeveloped, but Vista can still be run with the classic style gui. Microsoft have also discussed backporting the Vista gui to both XP and Win2k3.

Ahh I must have been confused; you're right. They first built it using XP as a base but it became a mess and they kind of restarted using 2003 as a base.
