Oblivion Construction Set

Having problems with mine. None of the characters show up in mine, though they're supposed to. In all the tutorials I've seen, the characters are built into the Construction Set, mine doesn't have any. Anyone know what the problem is?

I found the problem, all I had to do was load oblivion.esm or whatever it was through "data".
