Not to sure as to the effect you wanted... But the hair looks flat to me, perhapse moving the stands in a more rounded motion would give it better life, plus adding more shades and tones to the face would be cool, give it depth and what not.... :roll:

Takes practice.... Here is an side by side example (Furry, I can't draw people that well.. :b ).... Using the same colours:

remake of something like you had:

Example of deeper shading:

Notice how I made the hair strands follow the hiar outlines, plus the smaller brush.... there is also a difference in depth to note..

As for knowing where to light it... you basicaly pick a spot where the light will come from, then base where highlights and shadows go based off of how the face is shaped.. here is a small visual aid:
