I think that not 16x16 nor 24x32 are available directly by the PPU in the NES, look at this:

Diroga: when you dl a NES tileset it comes arranged in whatever size the sprites or tiles look in the game for ease of use. 8x8 comes handy in consoles so with a small amount of tiles you can create a lot of bigger patterns (what was called "supertiles" back in the 8 bits time), but it's small for gamemakers and stuff like that. Most ripped tilesets/spritesets out there were done with gamemakers in mind (RPGMAKER 2000 et al).
