As to consumers and the 15% tax, indeed. Most gainfully employed people make enough that the extra few dollars a month are trivial. Even heavy consumers are only going to be paying *maybe* as much as $25, and that requires you to spend $2500 a month on taxable products (ie: not food or shelter).
