Actually, the Edict of Milan only granted religious tolerance towards Christians. That is the document that stripped nearly all the rights of Jews in Roman Empire, and forbade them from living in Jerusalem or circumcising their young.

There were certainly times when Jews were left to themselves, probably into the 1st century. Rome was fairly tolerant of religions, and there were many cults that were very popular. But in the great seven year uprising in 66AD over a million Jews were killed and 100,000 were put into slavery. It's recorded history. When the rebellion was finally put down, many of the rights of Jews were taken away.
