DOS Prompt (AKA Command Prompt): the default directory stays where you left it. If you type CD *some directory* and then run something, the default directory is still where-ever you CDed to.
So you see this whole argument was probably just a huge misunderstanding. I'm guessing Aga's a point-and-click drone - that would explain all the problems he's having. Everything he has said is true if you don't use the command prompt at all.
Agamemnus, try to keep in mind that not everybody does things the way you do, and so things might work differently for them. It was very rude of you just to assume that everybody else had to be wrong.
