na_tn_an,
Why do you recommend VB3? Does it have any advantages over VB4?

Yes. It is faster.
VB4 has a 32 bits version that can use the 32 bits Windows API, so it provides more functionality. But if you really need the 32 bits Windows API you better use VB5 or VB6. VB4 is extremely slow and I'm having problems in Windows XP with it.
VB3 is great for small/intermediate projects or to learn. The EXEs are small and the runtime is around 256 Kb only. You don't need special installs that play with the registry or add more and more stuff to your WINDOWS/SYSTEM directory. Just the EXE, the runtime and the VBXs you are using. You put them in your app folder and go.

But who cares? We(including me) are breaking the law by just using QB. Unless you're DAV of Glenn who bought their copy. :*)

i've tried vb3, vb4, vb5, vb6, and VB.Net. out of all of them, i think VB6 has to be the best. (for me anyways). VB5 is a close runnerup though. still, there were good times with vb4 and mass confusion with vb.net...

I'm not saying that VB3 is the best, but it is the best among the old ones. VB6 is my personal favourite, but it is expensive. VB3 would be a nice way to introduce yourself to VB programming if you are new at it and if you like it you can always go and buy VB6 or VB.NET.

Not at all. VB.NET is (at last) a true language where you control everything. In VB 6 and older you just added code for FUNCTIONs and SUBs and to respond to events such as the click on a command button, but the code used to actually make the window appear is hidden and done by the runtime. In VB.NET, this code is generated but it is in BASIC and you can modify it. Plus you can use the .NET framework to work with several different languages in the same project.
Not a chaos, but at last a true language.

No, by offering the download you are breaking the law in the first place

No. It is a repository. That's legal. It works when you have a product and it gets damaged. You have a legal QB 4.5 copy and it is damaged, you can download a new copy. If you don't have a legal QB 4.5 copy, it is illegal to download it.
