Daylight savings time doesn't apply to GMT (Greenwich Mean Time).

For example, normally I'm in the PST (Pacific Standard Time - GMT minus 8 hours) time zone, but because of DST I'm in the PDT (Pacific Daylight Time - GMT minus 7 hours) time zone.

When DST begins, GMT doesn't change, instead everybody just changes their time zone.

Here is a list of time zone abbreviations.

So (for another example) , if your time zone is normally WET (Weastern European Time), then during DST your time zone is WEST (Western European Summer Time).

So, to answer your question: No, the 7 AM and 7 PM GMT do not take DST into account, because GMT doesn't change for DST.
