The only updated C compiler, doing DOS code from a DOS compiler and fitting in a diskette I have found is Pacific C.
http://www.htsoft.com/products/PACIFICc.php . They claim to be ANSI..

As Zortech, Watcom C has the possibility of doing DOS code from a DOS compiler, only it is a 70Mb download and it comes with a Windows installer...
