WOW, a new way to program large games quickly

the creator of sims has come up with a new way of programming using maths, it creates a GROWING world, where the game has editable things that are NOT hard coded and the GAME GROWS. the details can be found at http://www.gamespy.com/articles/595/595975p1.html, i am just curious how could he do this and what programming language would be able to do this (out of curioisity).

I personally know the boy who coded one of the expansionsets, can't remember which exactly, but he got a big amount of money from it...
