You can try Neopaint. It is shareware, but it works without bugging too much. Look for the neosoft corp homepage, I think it was http://www.neosoftcorp.com , but I'm too lazy to check

With Neopaint, you just get an Image with the palette you want, and save the palette. Then, you open the image you want to convert, select "edit palette", load the prev palette and voie-la, it adjusts the image so it fits with the new palette. It also does ordered or floyd-steimberg dither if you like to make it fit better.

I've used it quite a lot for some stuff.
