It's one of the Tier one backbones of the internet.
They're having some (major) problems. It's causing some big slowdowns around the net.

I have noticed a lot of websites recently that seem to not be available, despite other people being able to access em.

Gah! How can the internet possibly breakdown!

I'm sure you can shut down every server in every country that can afford the internet. Even if you destroy the internet, you couldn't destroy the BBSes and O-M-N-I servers/clients... good luck breaking through OS/2, OS X, GNU/Linux, and those who put there hands in microsoft and went with XP Server edition...
